In her report, M. Abylkasymova, Minister of Labor and Social Protection of Population of the Republic of Kazakhstan, reported on the results of the social and labor sphere development in 2017 and the main tasks of the department for the current year.
The main topics of the Minister's report touched on the implementation of the tasks set in the President's Addresses "The Third Modernization of Kazakhstan: Global Competitiveness" and "New Development Opportunities in the Conditions of the Fourth Industrial Revolution", as well as the Five Social Initiatives of the President, which have become a new large-scale step of social modernization of Kazakhstan society and improving the quality of life of the population.
As the head of the department noted, in 2017 all previously accepted social obligations were fully implemented.
"The cost of the state budget for social security and social assistance in 2017 exceeded KZT 2.1 trillion, which exceeds the expenditures of 2016 by 13% and makes 26% of the expenditures of the republican budget. In 2017, pensions of Kazakhstanis have been increased twice - for more than 2 million people, the size of pensions has been increased by 20%. The growth in the amount of social payments for caring for a child up to one year is 7%, "M.Abylkasimova said.
In 2017, the amount of social disability payments was increased by 7%. At the same time, the list of technical means of rehabilitation has been expanded by 40%. The updated list contains 55 items, the categories of persons covered by special social services are increased.
One of the important activities of the Ministry is to promote productive employment of the population and increase its incomes.
As a result of purposeful and systematic work following the results of 2017, the participants of the Employment Program became more than 570 thousand of our citizens.
Last year, 15 thousand people were trained in entrepreneurship, 7.2 thousand people received microcredits, of which more than 4 thousand are start-up projects. As a result, more than 4 thousand 300 additional permanent jobs were created.
In order to support and develop entrepreneurship this year, 3.5 thousand grants will be granted to start a business. The implementation of the fourth social initiative of the Head of State to expand microcrediting will cover 14,000 unemployed and self-employed citizens, including 11,000 villagers.
According to Madina Abylkasymova, in 2018, taking into account the identified challenges and specific tasks set by the Head of State, the work of the Ministry is focused on a number of priorities, among which is the improvement of the system of social support for certain categories of citizens; training a new formation for a new economy; formalization of employment and inclusion of all Kazakhstan citizens in the social security system; ensuring decent working conditions and protecting workers' labor rights.
As part of the implementation of these tasks, the structure of the subsistence minimum was revised from January 1, 2018. As a result, all social payments related to the subsistence minimum for more than 3 million Kazakhstanis have been increased to 16%.
In implementing the message of the Head of State, now the pension system will be completely tied to the length of service.

Since the beginning of the year, 81 thousand people have been registered at the Exchange, and 131 thousand people have already found work with it. The number of employment increased by 30% compared to the same period last year.
The head of the relevant department noted that in general, the digitization of the social and labor sphere will improve the quality of life of the population by ensuring transparency and accessibility of social services and employment.
"At present, 17 of our services are automated, 2 types of services are proactively provided, such as the assignment of a childbirth and childcare allowance; the appointment of a social payment in case of loss of income in connection with the care of a child before reaching the age of 1 year. For example, Nikolai Radostovets, a member of the Public Council on Social and Labor Sphere, executive director of the ULE "Republican Association of Mining and Metallurgical Enterprises", gave a positive assessment of the work of the department, in particular, expressed his opinion on the issue of formalizing employment and introducing a single social payment.
"Of course, workers pay significantly more taxes to the budget from wages. But even payment in 2000 tenge - offered by the MLSP of the Republic of Kazakhstan within the framework of the CAP - is a very serious step towards formalizing employment of the population. We think that this will not only unite the society, because all the same, self-employed and working are two systems of people who are independent in the country. In the course of the discussion, the opinion was expressed on the importance of holding meetings of the members of the Public Council with the population of the regions and conducting advocacy work on initiatives and reforms being carried out by the MLSP of the Republic of Kazakhstan. The attendees were also interested in issues of realization of labor rights by people with disabilities, as well as social support for persons released from places of deprivation of liberty.
Members of the Public Council noted the importance of carrying out a positive assessment of the fulfillment of the tasks assigned to the state body, and also made a number of recommendations for the forthcoming period.
