On the achievements of the social and labor sphere

Raising the income level of the population

In the implementation of constitutional guarantees, the policy of income and the organization of social protection of the population are of particular importance.

Salary. Since January 1, 2018, the minimum wage has been increased by 15.6% and amounted to 28 284 KZT.

Analysis of the situation in the field of labor remuneration in the country shows that the average monthly nominal wage of one employee in the 4th quarter of 2017 was 163,725 KZT, and increased compared to the corresponding period of 2016 by 5.9%. The real wage index in the fourth quarter of 2017 was 98.6% of the corresponding period in 2016.

Nominal cash incomes per capita in January 2018 were at the level of 84,381 KZT and increased by 9.6% compared to the same period last year (76,973).

Social security and social insurance

Currently, a multi-level model of the social security system is functioning in the country, basically corresponding to the principles of a market economy and providing for the allocation of responsibility for social security between the state, the employer and the employee at the basic, mandatory and voluntary levels.

From January 1, 2018, in accordance with the Law of the Republic of Kazakhstan of November 30, 2017, No. 113-VI "On the Republican Budget for 2018-2020", the amount of pension payments for age and seniority is increased by 8%.

As a result of the increase, as of March 1, 2018, the amount of the basic pension payment is 15,274 KZT, the average size of pension payments, taking into account the basic pension payment – 70,911 KZT.

On the accumulative pension system

According to official data of the National Bank of the Republic of Kazakhstan as of March 1, 2018, the total amount of pension savings amounted to 7,882.1 billion KZT. The number of individual pension accounts of depositors amounted to 10.1 million accounts.

The volume of the paid state guarantee for the safety of mandatory pension contributions, taking into account the level of inflation for March 2018, amounted to 1.4 billion KZT, while the number of beneficiaries was 12,123.

As a result of ongoing modernization of the pension system, since early 2014,

- subsidizing mandatory pension contributions for working women while they are on leave to care for children up to one year, contributing to an increase in their pension savings, to achieve an adequate level of pensions. From the republican budget in February 2018 for individual pension accounts 81.7 thousand recipients of social payments for child care for up to one year from the GFSF were transferred 375.8 million KZT, while for the entire period from 01.01.2014 the total amount subsidies amounted to 17.1 billion KZT.

- mandatory professional pension contributions from employers' funds in favor of employees employed in harmful (especially harmful) working conditions. According to the official data of the National Bank of the Republic of Kazakhstan as of March 1, 2018, the number of individual pension accounts of contributors for mandatory professional pension contributions is 435,587 total pension savings of 149.8 billion KZT.

In other areas of social security, the following situation has developed.

As of March 1, 2018, there are 15.6 thousand recipients of state special benefits under Lists No. 1 and No. 2 in the republic.

Since the beginning of 2018, the amount of state special benefits under the lists No. 1 and No. 2, taking into account the increase in benefits, was 22,656 KZT and 20,154 KZT, respectively.

Since January 1 this year. as a result of the revision of the structure of the subsistence minimum, its value increased to 16% in comparison with 2017, which consequently led to an increase in the amount of state social disability benefits, on the occasion of loss of the breadwinner and by age.

So, as of March 1, 2018, these benefits are 675 609 people. Including: for disability - 505 865 people, on the occasion of loss of the bread-winner - 168 681 people, on age - 1 063 people. As of March 1, 2018, the average amount of state social benefits by age was 14,708 KZT, for disability - 40,680 KZT, on the occasion of loss of breadwinner - 33,564 KZT.

The system of compulsory social insurance is developing. Since its introduction, as of March 1, 2018, 934 billion KZT-off payments have been paid from the State Social Insurance Fund (hereinafter referred to as the State Social Insurance Fund) in connection with loss of ability to work, loss of a breadwinner, loss of work, pregnancy and childbirth, care of a child before reaching the child age of one year. In February 2018, the beneficiaries were paid 15.0 billion KZT, which is 27.3% more than the volume of social payments of the same period last year.

The average size of the social payment from the SSIF for loss of ability to work as of March 1, 2018 was 14,238 KZT, for the loss of the bread-winner - 16,872 KZT.

In order to strengthen social protection, additional measures have been taken to provide targeted social assistance and support.

a) in terms of social support for mothers and children, as of March 1, 2018:

- 33.7 thousand people received a childbirth allowance (which is more by 17.4% of the same period of the previous year) in the amount of 3.4 billion KZT;

- an average of 134.0 thousand people were covered with an allowance for caring for a child before reaching one year of age (which is less by 9.6% of the same period last year) for the amount of 4.8 billion KZT;

- 79,0 thousand people received an allowance to persons raising a disabled child, to the amount of 4.7 billion KZT.

b) in providing social support to vulnerable groups of the population

- targeted social assistance (TSA), from 1 January 2018 introduced targeted social assistance in a new format to support low-income families, as on March 1, 2018, 173.8 thousand people (34, 8 thousand families) are targeted social assistance recipients , of them - 37.1 thousand people (9.3 thousand families) are recipients of unconditional financial assistance; 136.8 thousand people (25.5 thousand families) are recipients of conditional cash assistance, while the amount of appointments was 1 569.9 million KZT. The average size of TSA for the indicated period was - 4 515.1 KZT.

- Housing assistance for January 1, 2018 was provided to 76.6 thousand families, for the amount of 2,374.9 million KZT (compared to the same period in 2017 decreased by 2.2%). The average amount of housing aid was 2 582 KZT, which is 8.5% more than in the same period in 2017.

As a result of the measures taken, despite the difficult social and economic situation, the share of the population with incomes below the subsistence minimum in the 4th quarter of 2017 was 2.4%, compared to the same period in 2016, it increased by 0.1 percentage points.

- in the provision of special social services, the reform of the social service system is being carried out, the stages of the provision of special social services in the conditions of inpatient, semi-permanent and home care, temporary stay are being introduced step by step in the public, private and non-governmental sectors.

Targeted current transfers in the amount of 978.8 million KZT were directed to the implementation of the Standards for the provision of special social services in 2017.

As of January 1, 2018, the social service system covered:

- 23.4 thousand elderly and disabled, including disabled children in 114 medical and social institutions of a stationary type;

- 14,2 thousand people in 99 semi-permanent organizations (day care units, rehabilitation centers);

- 55.7 thousand people in 506 social assistance at home for the elderly and disabled, including disabled children;

- 13,2 thousand people in 26 Centers for Social Adaptation for persons who do not have a specific place of residence, including in night-time and social patrol departments;

- more than 1 thousand people in 6 Crisis centers-shelters for victims of domestic violence.

As of January 1, 2018, a social order for the provision of special social services was implemented in 16 regions among 130 PVE with a coverage of more than 9.2 thousand people.

- in social protection and creation of equal opportunities for participation in the life of society for disabled people, work in this direction is conducted in accordance with the Plan of Measures to Ensure the Rights and Improve the Quality of Life of Persons with Disabilities in the Republic of Kazakhstan for 2012-2018 (hereinafter referred to as the Plan) (for reference: The republic currently has 662,500 disabled people, of which 411,000 are of working age, and 83,500 children under 18 years old).

Since 2016, the third stage (2016 - 2018) of the Plan is being implemented.

In 2017, the List of Technical Auxiliary (Compensatory) Means and Special Means of Transportation was expanded, new tiflotechnical means were introduced for persons with visual impairment; compulsory hygiene products; additional technical facilities for disabled people, whose self-maintenance is difficult due to physical violations; increased the time for the provision of services for sign language specialists for the disabled by hearing from 30 to 60 hours per year; For the first time invalids over the age of 18 with a cochlear implant are provided with services for replacing speech processors.

With the support of the republican budget, in 2017 local executive bodies installed 488 units of road signs and signposts in the locations of organizations focused on servicing the disabled, 45 units of pedestrian crossings are equipped with sound devices.

An assessment is made of the state of accessibility of facilities and services in the main spheres of life of people with disabilities. As of January 1, 2018, 31,200 objects have been certified, of which 19,500 are subject to adaptation, 16,600 objects have been adapted.

 

Labor Relations

In the labor sphere, measures are taken to protect the labor rights of citizens, to promote social dialogue, to prevent and resolve labor conflicts that have arisen.

With a view to improving labor relations, the Comprehensive Plan for the Prevention of Social Tension and the Resolution of Social and Labor Conflicts is being implemented (RRM.12.12.12-12.12) (hereinafter referred to as the Plan). Within the framework of the Plan, the Labor Risk Card is formed on a monthly basis, which defines the criteria and a system of indicators to determine the level of tension in work collectives. As of March 1, 2018, the number of protest actions was 1 (in Astana).

Work continues on training employees of enterprises and organizing the basics of labor legislation of the Republic of Kazakhstan. As a result of 2017 local bodies for labor inspection regions, Astana and Almaty on the issues of labor legislation held 2,044 seminars.

Work is under way to improve production conditions (introduction of a risk assessment system, international standards for safety and labor protection, attestation of enterprises).

For reference: as of January 1, 2018, the number of objects certified for labor conditions amounted to 1,539 (in the same period of 2017 - 1,852 facilities), the number of international and national OSH standards as of January 1, 2018 amounted to 1,752 2016 - 1,476).

As of March 1, 2018, 209 people were injured in production (in the same period last year - 220 people), while the number of deaths was 32 (in the same period in 2017 - 30 people).

In order to increase the interest of employers in the continuous improvement of working conditions, from 2014, there is a pension provision that provides for the exemption of employers from paying mandatory professional pension contributions in case of elimination of harmful (especially harmful) and dangerous working conditions, confirmed by the results of attestation of production facilities.

According to local executive bodies, as of March 7, 2018, overdue (over three months) wage arrears in 28 enterprises amounted to KZT 365 million in front of 2,272 employees (as of March 7, 2017, 25 enterprises had 369.5 million KZT, KZT in front of 2,366 employees).

The greatest amount of wage arrears was recorded in South Kazakhstan (146.8 million KZT) and Zhambyl (82.2 million KZT) regions.

As of March 1, 2018, state inspectors of labor conducted 1,364 inspections, during which 2,104 violations of labor legislation were revealed. Based on the results of violations found in relation to legal entities and officials of organizations, state inspectors of labor imposed 365 fines for a total of 64.3 million KZT (as of 01.03.2017 - 65.6 million KZT).

In order to stabilize production processes, ensure labor rights and employment of workers, memorandums are signed between region akimats, employers and trade unions from the beginning of 2015. As of March 7, 2018, the number of memorandums concluded was 115 thousand of them - 1,600 - with large ones (coverage - 82.1%) and 113.5 thousand - with medium and small enterprises (coverage - 67.5% %).

A system of social partnership is developing. There are tripartite commissions at all levels; The General Agreement for 2015 - 2017, within the framework of which the Government of the Republic of Kazakhstan, republican associations of workers and republican associations of employers have undertaken obligations aimed at addressing safety and labor protection issues, ensuring safe working conditions for workers.

Work continues on expanding the coverage of enterprises and organizations and the system of collective-contractual relations and monitoring. As of March 1, 2018, the system of collective agreements covers 77,600 enterprises, or 33.6% of operating enterprises. At the same time, out of large and medium-sized enterprises, 88.2% have collective agreements.

Labor market and employment

In accordance with the instruction of the Head of the State, since January 20, 2017, the Program for the Development of Productive Employment and Mass Entrepreneurship (hereinafter referred to as the Program) is in effect (RRD of December 29, 2016 No. 919).

As of March 1, 2018, 72,400 people wishing to take part in the Program are included in the program, including 50.2 thousand people (69.4%), self-employed - 1.7 thousand ( 2.5%). At the same time, the proportion of young people under the age of 29 is 34.4%, and the share of women is 49.5%.

In the first direction, two mechanisms are used in the training measures:

The first mechanism is a free vocational technical education on the basis of colleges up to 2.5 years, first of all for young people from disadvantaged families who did not attend school after graduation.

The second mechanism is short-term dual training courses, for a period of 1 to 6 months, on the basis of colleges and training centers at enterprises that are included in the register of the Atameken NPP (153 training centers).

Training can take place all unemployed, self-employed, who need to obtain the skills and knowledge demanded in the labor market.

  Mobile educational centers have also been launched to train workers in remote rural areas and villages.

To date, short-term training for up to 6 months is carried out in 87 organizations of TVE, in 7 mobile training centers in 5 pilot regions (Akmola, Aktobe, East Kazakhstan, Kostanay, Mangistau) and 32 training centers with employers included in the register of SPE "Atameken".

Since September 1, 2017, more than 21,000 people have been sent to train personnel from TVE.

On March 1 this year. 3.9 thousand people were sent to vocational short-term training.

In the second direction, microcredit instruments are expanded, both in rural areas and in cities.

The main objective is to ensure access to microcredits for the self-employed and unemployed, including those who do not have collateral, to open their own business or expand the existing one.

Microcredits are granted at 6% per annum, for a period of up to 7 years, up to 8,000 MCI, and with an insufficient amount of collateral, a loan guarantee mechanism will be applied up to 85% for beginners, and up to 50% for existing entrepreneurs.

Training in the basics of entrepreneurship is conducted through the Atameken SPE under the Bastau-Biznes project.

In accordance with the Program, microcredit in cities is carried out through second-tier banks, microfinance organizations (hereinafter referred to as MFIs). The operator is JSC "FED" Damu ".

In rural settlements and small towns microcrediting is carried out through the JSC "Fund for Financial Support of Agriculture", credit partnerships and MFIs. The operator is JSC "Agrarian Credit Corporation".

In total, more than 83 people received microcredits.

Within the framework of the third direction of the Program the following tasks are realized:

1) assistance in providing employment for the unemployed and self-employed: social vocational guidance, assistance in choosing a profession, advice on training and employment, finding suitable vacancies and assisting in finding a job, creating social jobs, organizing youth practices, organizing public works.

2) increasing labor mobility: within the framework of the task of labor mobility, it is envisaged to provide state support to persons voluntarily resettled by citizens in the regions defined by the Government. This is due to the aggravation of regional disproportions, which will intensify in the future.

For reference: the Government has identified four regions for the reception of internal migrants (North Kazakhstan, East Kazakhstan, Pavlodar, Kostanay regions) and five regions of disposal (NKR, Zhambyl, Almaty, Kyzylorda and Mangystau regions).

3) creation of a single digital platform for employment. The Unified Information Base of the Labor Market, or the Labor Exchange, has been created to find work, support employment of certain categories of citizens and mobility of labor resources.

This work is carried out on the basis of the current platform enbek.kz.

As part of increasing the mobility of labor resources, only 90 families (350 people) have been resettled in labor-deficit areas. Out of the number of those who have moved, 164 people are employed, 70 of whom are employed.

To reduce tensions in the labor market, local executive bodies are also working to create new jobs.

As of March 1, 2018, 29.6 thousand jobs were created, including 9.1 thousand jobs in rural areas.

In terms of industries, the largest number of places was created in construction - 4.4 thousand jobs, trade - 4.3 thousand, in agriculture - 1.5 thousand, in industry - 1.0 thousand,

Of the total number of created jobs, 88.2% - permanent jobs (26 130 people), the rest - temporary and seasonal jobs.

According to local executive bodies, as of March 1, 2018, 63.9 thousand unemployed citizens applied to labor agencies for labor mediation, of which 49.7 thousand (78%) were employed.

As of March 1, 2018, the Integrated Employment Promotion Plan approved by the akims of the regions covered 76.6 thousand people. (plan - 570.6 thousand people) or 13% of the plan, incl. unemployed (52.0 thousand people), unproductive (3.0 thousand people) and job seekers (21.6 thousand people).

The level of unemployment in the 4th quarter of 2017 compared to the same period in 2016 is kept at the level of 4.9%.

The number of employed increased from 8,522.3 thousand people to 8,541.3 thousand people. The share of self-employed in the composition of the employed population decreased from 25.4% to 24.2%.

The level of youth unemployment in the 4th quarter of 2017 was 4.1% (aged 15-28 years) (4th quarter of 2016 - 4.2%).

Regulation of migration processes (under the authority of the Ministry)

In order to protect the domestic labor market, the Government of the Republic of Kazakhstan annually sets a quota for attracting foreign specialists to the republic.

The quota for attracting IRS for 2018 was approved by economic activities in the amount of 0.46% of the labor force.

In matters of attracting IRS, priority is given to highly qualified employees. As of February 1, 2018, according to the permissions of local executive bodies, 22,388 permits were issued to foreign citizens on the territory of the Republic of Kazakhstan to carry out work, 84.8% of specialists (1-3 categories), 9.7% of qualified workers 4 category), 1.3% - seasonal foreign workers, and 4.5% transferred as part of corporate transfers.

The main countries of exodus of labor migrants were China (9,012), Turkey (2,294), Great Britain (1,261), India (1,138) and Ukraine (975).

As of March 12, 2018, 2,740 permits for the attraction of foreign labor to the Republic of Kazakhstan were issued and extended by local executive bodies to employers, which paid a tax charge of KZT 1 billion 127 million (1,127,755,510).

The rates for issuing and renewing permits for 2018 are set at a rate of 137 MCI (329,485 KZT) to 250 MCI (601,250 KZT).

Relocation of oralmans. From 1991 to 2017, 294,350 families or 1,025,078 ethnic Kazakhs returned to their historical homeland and received the status of oralman. For the year 2017, 9,989 families or 18,605 ethnic Kazakhs.

Most oralmans came from the Republic of Uzbekistan - 45.6%, people from China are - 43.6%, from Turkmenistan - 3.2%, from Mongolia - 2.4%, from Russia - 1.8% and 3.4% - from other countries.

The largest number of oralmans settled in Almaty region - 38.4%, South Kazakhstan - 18.2%, Mangistau - 10.8%, East Kazakhstan - 5.4% and in Zhambyl regions - 5.2%, in Astana - 6.5%.

Persons of working age make up - 66,4%, younger than able-bodied - 27,6% and pensioners - 6%.

Of the working-age oralmans, 13.3% have higher education, 13.7% have higher education, 22.7% have secondary specialized education, 55.5% have general secondary education, 8.5% have no education.

Since 2016, the third stage (2016 - 2018) of the Plan is being implemented.

In 2017, the List of Technical Auxiliary (Compensatory) Means and Special Means of Transportation was expanded, new tiflotechnical means were introduced for persons with visual impairment; compulsory hygiene products; additional technical facilities for disabled people, whose self-maintenance is difficult due to physical violations; increased the time for the provision of services for sign language specialists for the disabled by hearing from 30 to 60 hours per year; For the first time invalids over the age of 18 with a cochlear implant are provided with services for replacing speech processors.

With the support of the republican budget, in 2017 local executive bodies installed 488 units of road signs and signposts in the locations of organizations focused on servicing the disabled, 45 units of pedestrian crossings are equipped with sound devices.

An assessment is made of the state of accessibility of facilities and services in the main spheres of life of people with disabilities. As of January 1, 2018, 31,200 objects have been certified, of which 19,500 are subject to adaptation, 16,600 objects have been adapted.
