Within the framework of the working visit to the Pavlodar region, the Minister of Labor and Social Protection of the Republic of Kazakhstan Madina Abylkasymova visited the city employment center.
By the way, the employment center of Pavlodar works in a new format since July 2017. The new format includes an electronic queue for citizens who applied, an employers' support hall, and for those who want to work, study, receive microcredit, a support room for applicants. According to the director of the employment center Arman Smailov, this allowed improving the quality, reducing the business process, ensuring the availability of services.
"You can find a job seeker on the job yourself both in employment centers and on the site enbek.kz, where it is enough for employers to leave information about vacancies, requirements, salaries, and qualifications in the Personal Account Office," Arman Smailov said.
At the same time, within the framework of the working trip, a meeting was held under the chairmanship of the Minister of Labor with the heads of the Department of the Committee for Labor of Social Protection and Migration, the Office for the Coordination of Employment and Social Programs, the district employment departments, and the directors of employment centers.
During the meeting, topical issues of the implementation of the Program for the Development of Productive Employment and Mass Entrepreneurship for 2017-2021 "Enbek", the Comprehensive Employment Plan for 2018, the Roadmap for the Formalization of Informally Employed Population, the Regional Quota for the Reception of Migrants and Oralmans, targeted social assistance for the new format .
The Minister noted that in the context of new economic growth and modernization of the economy, the provision of employment requires new approaches.
"Technological modernization involves the release of personnel, new requirements will appear. And we must now think about how to train cadres, train and retrain specialists. These issues are now coming to the fore, "M. Abylkasymova stressed.
The minister drew attention to the fact that despite the prevailing share of manufacturing industry in the structure of the regional economy, the main areas of training in the TVE are specialties in education, services, economics and management, and transport. In this regard, only 15% of young professionals are employed in manufacturing enterprises.
Short-term training in the framework of the Employment Program in the current year is conducted in 39 occupations. The largest number of participants are trained in the following trades: "Tractor-train driver" (11%), "Driver" (9%), "Seamstress" (7%), "Electric welder" (7%), "Accountant" (6%) and "Cooker"(6%).
The minister voiced the statistics that in the region about 2 thousand specialists could not find a job after graduation from educational institutions and short-term courses, with the potential for employment in the region.
"According to the Electronic Labor Exchange in the Pavlodar region, there are 6.3 thousand current vacancies in various professions. It is necessary to take measures to ensure that education meets the needs of the labor market in the region, taking into account the prospects for technological modernization. When planning, it is necessary to focus on the needs of the regional economy, and not on the existing opportunities of educational institutions, "the head of the department summarized.
M. Abylkasymova named the electronic labor exchange created by the order of the Head of the state as the new effective tool for increasing the level of employment. In this regard, for its full-scale functioning, the minister set the task for the employment centers to intensify the work on attracting employers, as well as for the convenience of citizens in dealing with - ensuring the modernization and rebranding of all employment centers in full.
Taking into account the fact that since April of this year employment centers can transfer part of the services to outsourcing to employment centers, the minister recommended intensifying work in this direction.
Minister of Labor and Social Protection of the population Madina Abylkasymova gave a positive assessment of the results achieved in the implementation of targeted social assistance for the new format in the region. So, as of September 1, 2018, targeted social assistance was assigned to 5651 (80.2%) to a low-income citizen for a total of KZT 163.1 million, of which 4,019 are due monetary assistance and 1,632 is unconditional monetary assistance.
Of the 383 able-bodied beneficiaries of conditional cash assistance, 308 citizens (80.4%) covered by employment promotion measures are involved in active measures to promote employment.
