Today, in the Senate of the Parliament of the Republic of Kazakhstan, the deputies met with the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan on the implementation of the Law of the Republic of Kazakhstan "On Social Protection of Persons with Disabilities in the Republic of Kazakhstan".
As Madina Abylkasymova, the head of the agency noted, qualitative employment and an equitable social security system are defined as one of the main tasks of the President's Message of January 10, 2018 "New Development Opportunities in the Conditions of the Fourth Industrial Revolution".
Kazakhstan ratified the UN Convention on the Rights of Persons with Disabilities in 2015, thereby assuming the obligation to implement international standards for the full realization of the economic, civil, social and cultural rights of persons with disabilities without discrimination and on an equal basis with others.
In order to implement the norms of the Convention on December 3, 2015, the Law "On Amendments and Additions to Some Legislative Acts of the Republic of Kazakhstan on Protection of the Rights of Persons with Disabilities" was adopted, amending 24 legislative acts, including 3 of the Code.
At present, Kazakhstan
670 thousand invalids, 61.9% of able-bodied age, 25.4% of retirement age, and 12.7% of children under 18 years old. In Kazakhstan, there is a two-tier system of social security for persons with disabilities.
The basic level includes basic social benefits paid from the state budget, the provision of special social services and the provision of technical means of rehabilitation.
"Since January 1, 2018, due to the change in the structure of the subsistence minimum, the amount of state social disability benefits has been raised to 16%. On the instructions of the Head of the State, a new manual for people caring for adults of the first group since childhood was introduced from July 1, 2018, "said Minister M. Abylkasymova.
The guaranteed volume of special social services includes
8 types of services.
The required level consists of:
- social payments from the State Social Insurance Fund for working citizens.
- insurance payments to employees who have suffered from accidents in the performance of their work (service) duties from life insurance companies.
Since 2012, the Plan of Measures to Ensure Rights and Improve the Quality of Life of Persons with Disabilities of the Republic of Kazakhstan has been gradually implemented. As a result. As part of the Plan, in particular, the standards for providing disabled persons with mandatory hygiene products more than doubled, taking into account the needs of disabled people, the list of technical compensatory rehabilitation facilities has been expanded from 32 to 55 types of names, including modern audio-technical tools and typhlo-technical means.
The Ministry is carrying out work on rehabilitation of children with disabilities with hearing impairment, as well as providing prosthetic and orthopedic assistance to disabled people.
One of the most important measures aimed at ensuring the rights of people with disabilities is to involve them in active employment measures.
In the framework of the Program for the Development of Productive Employment and Mass Entrepreneurship for 2017-2021, persons with disabilities, along with other vulnerable segments of the population, have the right, as a matter of priority, to participate in active measures to promote employment (public, social, vacant jobs).
"In order to encourage employers to employ disabled people from 2018, subsidized the costs of employers associated with equipping a special workplace for the employment of disabled people" - said the Minister of Labor and Social Protection of the Population of Kazakhstan Madina Abylkasymova.
