Today within the framework of the expert round table on the topic: "What to expect from a single aggregate payment?" Minister of Labor and Social Protection of the population Madina Abylkasymova told about the benefits of the introduction of the Single Total Payment. A single aggregate payment is expected to be introduced from January 1, 2019, to December 31, 2023.
The government takes systematic measures to ensure the protection of the rights of citizens. However, to provide a full package of social and labor rights, it is necessary to formalize self-employed citizens. Since 2010, there has been a decrease in the share of the self-employed population.
M.Abylkasymova noted that the mechanism of the Single Total Payment was proposed to create opportunities for the informally employed population, i.e., the part of the population that is currently engaged in services and agriculture: legal and organizational frameworks.
"The STP is not a new type of tax, it is simply a mechanism or regime through which it is possible to make payment of four types of payments: individual income tax, deductions to the Social Insurance Fund, the Medical Insurance Fund, and the SNPF," M. Abylkasimova said.
Today, according to the current legislation of Kazakhstan, these deductions are mandatory for the entire population, but due to the fact that some part of people did not register their activities, has no employment contract or registered as individual entrepreneurs, today it has not been covered by social security systems, social insurance, and pensions.
"Therefore, the task of this single aggregate payment is primarily the expansion of social support for our citizens, who today were not protected for various reasons," the minister stressed.
