From January 1, 2020, in Kazakhstan, it is planned to introduce mandatory health insurance. This means that, in addition to the volume of free medical care, citizens will be able to use services with the use of expensive equipment. The STP will allow to formalize the self-employed and thus include them in the KHI system.
This was said today by Minister of Labor and Social Protection of the Republic of Kazakhstan Madina Abylkasymova within the framework of the expert round table "What to expect from a single cumulative payment?".
"The expenditures of the Funds exceed those of the revenues that will come. If we talk about the Federal Migration Service, the deductions are less than even the minimum established level from one minimum wage. We cut the rate of deductions by more than two times, with the entire package of social payments from the KHI will be calculated from the base of one minimum wage. Paying to the Fund 1010 KZT, the amount of services that a citizen will receive at the exit will be 45 thousand KZT per month, which includes high-tech medical care, expensive medical services, laboratory services, and prescription drugs, as well as scheduled hospital treatment. Financially, the Funds will withstand the burden, the main task is to protect and provide citizens with social guarantees, "said the minister.
The introduction of the STP will simplify registration and ease the tax burden, grant the right to receive medical services within the framework of the KHI and the assignment of social benefits from the mandatory social insurance system.
Payment of the STP will allow not only to register informal activities but also to participate in the system of compulsory medical and social insurance, pension provision.
For payers of the STP, lower rates for tax and social payments will be determined, rather than in the general regime. At the same time, the size of the STP will be fixed, that is, it is not necessary to calculate the amount of contributions to various social funds independently.
1) the size of the Single Total Payment in cities of national importance, the STPital and regional significance -
1 MCI (2525 KZT - in 2019), in other settlements - 0.5 MCI (1263 KZT - in 2019);
2) the timing of the implementation of the STP for five years;
3) the shares of the STP will be:
- 10% for individual income tax;
- 20% - social deductions to the State Social Insurance Fund;
- 30% - pension payments to the Unified Accumulative Pension Fund;
- 40% - deductions to the Fund of compulsory social and medical insurance.

Abildaev, noting that formalization will provide citizens with medical services both through a guaranteed volume of free medical assistance and through an obligatory system of medical insurance.
