Today, the Republican information group on the explanation of the main provisions of the Address of the President of the Republic of Kazakhstan N. Nazarbayev. On October 5, 2018, the people of Kazakhstan visited the North Kazakhstan region.
The information group, which included representatives of central government agencies, as well as public associations and non-governmental organizations in the region, was led by Madina Abylkasymova, Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan.
More than three hundred residents gathered for a meeting in the district House of Culture in the village of Beskol, Kyzylzhar District, where members of the Republican informational group explained the main points of the President's Address "Growing Kazakhstan Welfare: Improving Incomes and Quality of Life."
Opening the meeting, Madina Abylkasymova, Minister of Labor and Social Protection of the Population of Kazakhstan, emphasized that the new Message of the President of the Republic of Kazakhstan N. A. Nazarbayeva suggests a package of social and economic reforms aimed at further increasing the welfare of the people of Kazakhstan and the country's competitiveness in global conditions. At the same time, the head of the department elaborated on its main directions.
"The Message of the Head of State sets specific tasks aimed at increasing incomes of the population and improving the quality of life of Kazakhstanis. So, from January 1, 2019, the size of the minimum wage will increase by 1.5 times and will be 42.5 thousand KZT. The method for determining the minimum wage with the exception of binding to the size of the subsistence minimum will be changed. In addition, wage increases will be provided for 275 thousand civil servants working in budgetary organizations. The growth of wages for them will average 35%. In particular, in the North Kazakhstan region, more than 48 thousand posts. For these purposes, 4.1 billion KZT will be allocated from the Republican budget, ”M. Abylkasymova noted.
With an increase in the minimum wage, the tax burden for the employed population will decrease. Reducing the tax burden will affect more than 6 million employees.
In general, the increase in the minimum wage will lead to an increase in wages for 1,300,000 people working in low-paid positions in all sectors of the economy. According to NKR, it will affect 56,377 people. As a result, a powerful social and economic effect will be obtained in the form of growth of real incomes of the population, growth of solvency of the population, increase of aggregate domestic demand and reduction of the shadow economy - the meeting participants concluded.
At the end of the discussion of the Message, Labor Minister Madina Abylkasymova and members of the information group visited the Bishkul gymnasium, where they met with the staff of the institution and the parents of the students.
Then, in the work schedule of the minister, he visited the Akhmutdinov enterprise in the settlement of Beskol, as well as a meeting with the settlers who arrived in the region from the labor-surplus regions.
The spouses Daulet together with two children within the framework of the Program of development of productive employment and mass entrepreneurship moved to the North Kazakhstan region from Shymkent in 2016.
They were provided with rental housing in a comfortable residential building in the village of Bezkol. Being physicians by training, the settlers Akzharkyn Daulet and his spouse opened an Oriental medicine center in the city of Petropavlovsk.
“We opened a medical center and a lot of people turn to us for help. Our business has gone up the hill. The state helped us at the initial stage and allocated a loan under the program of productive employment and mass entrepreneurship for 14 million. Now we are asked to open such centers in Omsk and Tyumen. And we are ready to cooperate "- said the head of the family Akzharkyn Daulet.
Madina Abylkasymova noted that special attention is paid to the issue of resettlement of immigrants in the third direction of the Employment Program. By the way, 35 families moved to the Kyzylzhar district of the North Kazakhstan region this year alone, which is about 120 people.
“Your region is the region that receives the largest number of immigrants per year. All the conditions have been created in the region for them to come here, work and settle down. I want to note the high quality of houses built for the participants of the Program. In general, the result of the implementation of the program is positive, ”the head of the department summarized.
In Petropavlovsk, in the Center for Social Services Minister M.Ye. Abylkasymova got acquainted with the activities of the medical and social institution, and then met with workers in the social sphere, health, and education.
