The fourth social initiative of the Head of State was aimed at expanding microcredit for the development of mass entrepreneurship among the self-employed and unemployed population.
On behalf of the Head of State, in the framework of the Fourth Social Initiative, in the current year, funding for microcredit has been increased by 20 billion KZT, including for microcredit in cities - 6 billion KZT, in villages - 14 billion KZT. Taking into account the additional funds allocated, the total amount for microcredit amounted to 62 billion KZT, of which 45 billion is provided for rural (73%) and 17 billion for urban areas (27%).
It is planned that this year the coverage of microcredit will be 14 thousand people.
Microcredit is implemented under the second direction of the Program for the Development of Productive Employment and Mass Entrepreneurship in 2017-2021 years.
In order to effectively implement the Fourth Social Initiative, changes were made to the Program, providing for differentiation of limits for issuing microcredits in rural and urban areas, development of anchor cooperation around processing agricultural enterprises and simplification of procedures for issuing microcredit.
The operator for the issuance of microcredits in cities is the Ministry of National Economy, in villages - the Ministry of Agriculture.
Total since the beginning of the year on microcredit mastered 38.4 billion KZT, of which in urban areas - 10.5 billion, in the countryside - 27.9 billion
The best indicators in terms of the regions in terms of disbursement of funds are observed in Almaty (87%), Almaty (72%), West Kazakhstan (69%), Zhambyl (66%) regions.
The largest lag in disbursement is observed in Mangistau (28%), Atyrau (43%), Aktobe (49%) regions and in the city of Astana (31%).
Since the beginning of the year, 8,893 microloans have been issued, of which 7,901 or 72% of the annual plan (11 thousand) in rural areas, 992 or 33% of the annual plan (3 thousand) in cities. The average size of microloans in rural areas is 3.5 million KZT, and in cities - 10.6 million KZT.
Out of the number of microloans issued to support Start-up projects, 6,087 microloans accounted for (68%), the development of a new line of anchor cooperation was 527 microloans (6%), and the expansion of a private business was 2,279 microloans.
As the Head of State stressed, microcredit is especially important for increasing the income of the self-employed and unemployed population.
As part of microcredit, 7,914 people from among the self-employed and 979 unemployed were given the opportunity to do business, as well as to formalize their activities.
In addition, an important social effect in the form of creating jobs has been taught. A total of 8,256 jobs were additionally created by microcredit recipients.
In terms of economic sectors, microcredits were granted for the development of agriculture, forestry and fishery - 81% (7,203), transport and storage - 6% (533), accommodation and food services - 3.2% (285), manufacturing industry - 2 % (178), wholesale and retail trade - 1% (89), provision of other types of services - 6.4% (570), construction - 0.4% (35).
Along with this, one of the most effective measures to increase the number of entrepreneurs in the framework of the Program is training in the basics of business in the Bastau-Business project.
For 9 months of this year. The training covered 24.1 thousand people or 80.3% of the annual plan, of which 13.4 thousand participants defended their business projects, of which 4.1 thousand received microcredits.
Taking into account the practical implementation of the Program in the current year, as well as in order to accelerate the delivery of microcredits to the final borrowers, the Program has prepared changes.
First, the size in rural areas has been increased for the development of anchor cooperation - from 5 to 8 thousand MCI.
Secondly, job creation requirements for microcredit recipients are reduced.
Thirdly, the number of participants in the Program is supplemented by existing entrepreneurs.
Fourth, the norm on the guaranteeing of entrepreneurs - participants of anchor cooperation, the period of state registration of which with the tax authorities is more than three years, is included.
Undoubtedly, the adopted government measures will have an impact on increasing the income of the population and on improving the quality of life of every Kazakhstani person.
The Ministry, together with all authorized government agencies, takes all necessary measures for the effective and timely implementation of this initiative.
