In accordance with the State Planning System in the Republic of Kazakhstan, the Ministry of Labor and Social Protection of the Population developed a draft State Program for the Development of Productive Employment and Mass Entrepreneurship for 2017–2021, “Enbek”.
The Enbek program is reaffirmed in the status of the state program. In order to increase the effectiveness of its existing tools and supplement it with new measures, the Program envisages the introduction of changes.
The main goal of the State Program is to improve the skills of the workforce, the development of mass entrepreneurship, and the involvement of the self-employed and unemployed people in productive employment.
In 2018, KZT 112.9 billion was allocated for the implementation of the Program; by the end of the year, it is planned to cover 571,000 citizens with employment promotion measures. In the first 9 months of this year, 82.5 billion tenges or 73% of the annual plan was utilized. As of October of this year, the implementation of the current Program has allowed covering more than 563 thousand citizens or 99% of the plan for the year with measures to promote employment. Of these, 458 thousand people were employed, including 327 thousand people or 71% for permanent jobs.
The first direction of the Program provides for mass training in qualifications and skills in demand on the labor market. Within the framework of free technical and vocational training, since September 1 of this year, 20,000 young people have started training, which is 99% of the plan for the year (the plan is 20,236 people). As of October 2018, about 40 thousand participants in the Program are directed to short-term vocational training, which is 107% of the annual plan. In all regions of the country, positive results were observed in terms of enrollment, except for Mangistau region (66%).
Thus, in the republic as a whole, out of 31 thousand who completed short-term vocational training, 18 thousand people were employed or 60%. At the same time, high rates of employment were recorded in the following areas - Akmola (85%), Kostanay (85%), Almaty (74%) and North Kazakhstan region (71%). At the same time, a low employment rate was recorded in Mangistau (25%) and Zhambyl (39%) regions, in the cities of Almaty (27%) and Astana (41%).
Taking into account the practical implementation of the first direction of the State Program project, new approaches are proposed for conducting short-term vocational training in order to ensure full employment of those who completed the training.
First, it is proposed to tighten the qualification requirements for training centers and educational institutions, in terms of having the appropriate material and technical base, qualified teachers, the use of elements of dual education and employment of at least 60% of graduates.
Secondly, in order to ensure the formation of a qualitative composition of training organizations, the National Chamber of Entrepreneurs "Atameken" provides for the formation of a register of training centers and educational institutions
Thirdly, in order to provide training in occupations demanded by the labor market, it is envisaged to expand and approve the List of in-demand occupations and skills for short-term vocational training.
Fourth, in the conditions of digitalization and technological modernization of branches of the domestic economy, a new mechanism is proposed in terms of the retraining of labor resources for Industry 4.0. To do this, employers are given the opportunity to retrain existing workers, including downsized workers, subject to co-financing of at least 50% of the cost of training. Currently, 694 Roadmaps have been signed with large enterprises, and reduced workers will have the opportunity to undergo retraining courses in this area.
Fifth, measures of state support for training personnel with higher, technical and vocational education are integrated according to the project “Mangilik el jastary industriyaga!” (“Serpyn”) ”, with the subsequent consolidation of graduates in the regions of study.
For reference: within the framework of this project in the period from 2018 to 2020 it is planned to train 16.7 thousand young people in educational institutions in 9 regions: Akmola, Aktobe, Atyrau, East Kazakhstan, West Kazakhstan, Karaganda, Kostanay, Pavlodar and North Kazakhstan regions. The participants of the project “Mangilіk el zhastary - industriyaga!” (“Serpyn”) for training personnel with higher, technical and vocational education are graduates of 9, 11 classes of 5 labor-abundant regions: Almaty, Zhambyl, Kyzylorda, Mangystau, Turkestan regions.
The second direction of the Program is aimed at the development of mass entrepreneurship. As part of microcredit in rural and urban areas, as of October 2018, 42 billion tenges was mastered or 68% of the annual plan, including 31 billion tenges in rural areas (68%) and 11 billion tenges in cities (63%). Since the beginning of the year, 9,801 microloans or 70% of the annual plan have been issued, of which.
Secondly, the requirements for creating jobs for the participants of anchor cooperation and existing entrepreneurs of villages and small towns are reduced.
Thirdly, the number of participants in the Program is supplemented by existing entrepreneurs.
Fourthly, the norm on guaranteeing entrepreneurs is included - participants of anchor cooperation, the period of state registration of which with tax authorities is more than three years.
For reference: the measures taken contribute to the expansion of the possibility of microcredit and will ensure access to privileged microcredit for the unemployed and self-employed.
In the third direction of the Program, as of October of the current year, 128 thousand people were employed in subsidized workplaces or 136% of the plan for the year, of which 22 thousand people (125%) were employed in social jobs, 26 thousand young people were employed in youth practice (123%) and for public works - 80 thousand people (107%). Through the e-Labor Exchange on permanent jobs employed about 336 thousand people. As part of increasing labor mobility, 1,488 families or 4,925 people were resettled from the labor-surplus southern regions (annual plan of 1,555 families, 6,611 people). From the number of working age - 2 523 people, employed
1,424 people, or 56%, and 87 people are engaged in business activities.
Reference: (Pavlodar - 361 families (in 2017 - 117 sem.), NKR - 400 families (in 2017 - 198 semes.), Kostanay - 224 families (in 2017 - 139 semesters.), EKR - 413 families ( in 2017 -375 semesters) and Akmolinsk - 90 families (in 2017 - 80 semesters.). When relocating to labor-deficient regions, the provision of housing for immigrants is an important factor. For this, on behalf of the Head of State, the State Program developed acquisition of housing for immigrants with the participation of employers. This approach will be tested in the North Kazakhstan region and further Spread over the remaining regions. To date, the necessary funds for this purpose for the years 2019-2021 in the amount of 15 billion tenges are budgeted. As a result, in the region over the next three years, it is planned to provide housing for about three thousand families of displaced persons.
In addition, the State Program provides for increased coordination of state bodies in terms of monitoring job creation in the framework of government programs, investment projects and in the sphere of SMEs. For this purpose, an Integrated map of created jobs in the context of regions and industries using the tools of project management will be developed.
In addition, in the Program, taking into account the current situation, the planned indicators were revised, as well as certain areas were supplemented with new tools and indicators.
In the implementation of the State Program, it is necessary to promptly adopt a number of regulatory acts by its Operators (MLSPP, MES, MNE, MOA).
