One of the indicators of the World Bank “Doing Business” is the indicator “Protecting the rights of workers”.
January 31, 2018, within the framework of the meeting of the Republican Tripartite Commission on Social Partnership and Regulation of Social and Labor Relations between the Government, republican associations of employers and republican trade unions signed a new General Agreement for 2018-2020 and the Roadmap for its implementation.
This is a document of a new format aimed at the implementation of the tasks emanating from the Third Modernization, designated by the Head of State, and includes measures to resolve existing problems.
The general agreement is binding on all government agencies, all employers, employees and their representatives.
The purpose of the General Agreement is to determine the basic principles for the implementation of a coherent social-labor and related economic policies and the creation of decent working conditions, in accordance with the tasks set by the Head of State.
The General Agreement consists of seven sections, in which issues of technological modernization of the economy, the promotion of formal and productive employment of the population, the improvement of the quality of human capital, working conditions, and labor protection, as well as industrial and environmental safety are agreed.
In pursuance of the Roadmap for implementing the recommendations of the Committee on the Application of Standards and the Committee of Experts on the Application of Conventions and Recommendations of the International Labor Organization on the Application of Convention No. 87 on Freedom of Association and Protection of the Right to Organize, July 9, 1948, introduce the draft Law of the Republic of Kazakhstan “On Amendments and Additions” to some legislative acts of the Republic of Kazakhstan on the activities of trade unions ”to the Government of the Republic of Kazakhstan is planned for November of this year.
The holding of the Republican forum “Towards the Society of Universal Labor” by honoring the labor veterans and awarding the winners of the Republican contest “Enbek Zholy” is expected in September 2018.
The Ceremony of awarding the winners of the competition for the social responsibility of business "Paryz" is expected in December 2018.
During the period from January to September 2018, the Center for Training, Research and Conflict Resolution of the FTURK organized and conducted 34 seminars, 539 people were trained, 18 of them were field seminars and 320 people were trained.
Seminars were organized for chairmen of sectoral and territorial associations of trade unions, as well as for chairmen and activists of primary trade union organizations on the topics: “Collective agreement and norms of the Labor Code of the Republic of Kazakhstan”, “Social partnership and the key role of trade unions”, “Labor protection: modern aspects of work improvement "; “Prevention and regulation of labor conflicts”, “Regulatory framework for labor protection in enterprises, the role of trade unions in preventing injuries and occupational diseases”.
In addition, in the current year, within the framework of the explanatory work with a delegation consisting of representatives of central government agencies, the National Bank and NPP Atameken, employees of the Ministry participated in retreats and round tables in the regions (Atyrau, Aktau, Almaty, Shymkent, Karaganda and Astana ) with representatives of the business community for detailed and in-depth information on the achievements, reforms undertaken and policies pursued to increase the competitiveness of the national economy and improve the business climate in the framework x improving the position of Kazakhstan in the ranking of "Doing business".
This outreach will continue until the end of this year.
