Today, during the meeting of the Government of the Republic of Kazakhstan, the implementation of the program for the development of productive employment and mass entrepreneurship for 2017–2021, as well as a draft of its mainstreaming as a state program, were reviewed.
Recall that the main goal of this Program is to improve the skills of the labor force, the development of mass entrepreneurship and the involvement of the self-employed and unemployed people in productive employment.
As the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan Madina Abylkasymova noted in her speech, in order to increase the effectiveness of her existing tools and supplement with new measures, the Program envisages amendments.
In general, in 2018, KZT 112.9 billion was allocated for the implementation of the Program. By the end of the year, it is planned to cover 571 thousand citizens with employment promotion measures.
“As of October of the current year, the implementation of the current Program allowed covering more than 563 thousand citizens or 99% of the plan for the year with measures to promote employment. Of these, 458 thousand people were employed, including 327 thousand people or 71% for permanent jobs, ”noted Minister Abylkasymova.
Thus, within the framework of the first direction of the Program - mass training in qualifications and skills in demand on the labor market - from September 1 of this year, 20,000 young people started free technical and vocational training. At present, about 40 thousand participants in the Program are directed to short-term vocational training, which is 107% of the annual plan.
In general, in the republic out of 31 thousand who completed short-term vocational training, 18 thousand people are employed or 60%.
At the same time, high rates of employment were recorded in Akmola (85%), Kostanay (85%), Almaty (74%) and North Kazakhstan regions (71%).
“In order to ensure full employment of those who completed the training, the draft state program provides for new approaches for conducting short-term professional training. Including - tightening qualification requirements for training centers and educational institutions, in part regarding the availability of an appropriate material and technical base and qualified teachers, employment of at least 60% of graduates, the creation of the Register of training centers and educational institutions, ”said the head of department Madina Abylkasymova.
Among the new approaches is also the expansion and approval of the List of sought-after professions and skills for short-term vocational training. In the conditions of digitalization and technological modernization of domestic industries, the Ministry proposes a new mechanism in terms of retraining labor resources for Industry 4.0.
Within the framework of the second direction of the Program - development of mass entrepreneurship - from the beginning of the year, 9,801 microcredits were issued or 70% of the annual plan, of which 8,778 in rural areas and 1,023 in cities. 6,717 out of microcredits support the start projects A new direction of anchor cooperation - 620, for the expansion of its own business - 2464.
Microcredit recipients additionally created 9117 jobs.
According to the “Bastau-Business” project, for 10 months of this year, 24,000 people or 84% of the annual plan were covered by training, of which 16 thousand participants defended their business projects, of which 5.1 thousand received microcredits.
“In order to accelerate the delivery of microloans to final borrowers, the draft State Program envisages a number of changes: the size in rural areas for the development of anchor cooperation was increased from 5,000 to 8,000 MCI, the requirements for creating jobs for the participants of anchor cooperation and existing entrepreneurs of villages and small towns, the list of participants of the Program is complemented by existing entrepreneurs, ”the Minister noted.
In the framework of the third direction of the Program as of October of this year. 128 thousand people were employed for subsidized workplaces or 136% of the plan for the year, 22 thousand for social workplaces, 26 thousand for youth practice, 80 thousand for public work. Through the Electronic Labor Exchange, about 336 thousand people were employed at permanent jobs.
As part of increasing labor mobility, 1,488 families, or 4,925 people, were resettled from the labor-surplus southern regions, where 1,424 people were employed, and 87 people were engaged in entrepreneurial activities.
As the head of the Ministry of Labor and Social Protection, noted, when relocating to labor-deficient regions, the provision of housing for immigrants is an important factor. In this regard, on behalf of the Head of State, the Program has developed mechanisms for the construction and purchase of housing for immigrants with the participation of employers.
“Such an approach will be tested in the North Kazakhstan region and further extended to other regions. The necessary financial resources for 2019–2021. in the amount of 15 billion tenges budgeted. Thus, in the SKR, in the next three years, it is planned to provide housing for about three thousand families of immigrants, ”said M. Abylkasymova.
In addition, the State Program provides for increased coordination of government agencies in terms of monitoring the creation of jobs in the framework of state programs and investment projects in the field of small and medium business.
