The Republic of Kazakhstan has received funding from the World Bank for the implementation of the project “Development of labor skills and job incentives”, and intends to use part of the funds for consulting services.
Consulting services (“Services”) include the organization and conduct of training sessions for employees of state employment services of the Republic of Kazakhstan to increase their potential in order to more effectively assist job-seekers in finding suitable work and interacting with employers.
The Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan invites eligible consulting companies (“Consultant s”) to express interest in providing services. Interested consultants should provide information that they have the appropriate qualifications and similar experience in performing the Services.
The criteria for selection are:
1) At least 5 (five) years of experience of participation in projects in the development of training programs and training (the provision of supporting documents);
2) At least 5 (five) years of international experience in implementing projects in the field of employment (the provision of supporting documents);
Contestants can participate in a consortium with local companies for the assignment. However, the absence of this consortium will not affect the evaluation of proposals. If the consultant acts in the form of a joint venture/consortium, then the number of participants should be no more than 2.
3) The consultant must have an adequate and necessary highly qualified pool of experts, developers, consultants to perform the technical task (the provision of supporting documents).
Expression of interest should be issued a cover letter with the return address, contact information of the contractor. In addition, it is necessary to provide documentary evidence of the legal status of a consultant (attach a certificate of state registration, a copy of the charter, and other documents, if necessary). To confirm the experience, it is necessary to attach contracts, acts of work performed, developed programs, expert opinions, and other documents if necessary.
We draw the attention of interested consultants to paragraph 1.9 of the World Bank Guidelines: Selection and Hiring of Consultants by World Bank Borrowers on IBRD Loans and IDA Loans (January 2011 revised in July 2014) ("Guidelines of Consultants") governing the World Bank's policies in a conflict of interest.
Consultants can team up with other companies in the form of a joint venture or subcontractor (sub-consultant) to strengthen their competencies.
In the case of a merger in the form of a joint venture or sub-consultants, the form of the merger must be clearly indicated in the covering letter.
“Joint Venture (JV)” means an association, the legal status of which may be the same or different from the legal status of its members, consisting of more than one Consultant, in which one partner is authorized to conduct business activities in the interests and on behalf of all other partners within the JV and in which the partners are jointly and severally liable to the Customer for the execution of the Contract.
The Consultant will be selected by the Consultant Qualification Selection Method (CQSM) in accordance with the procedures specified in the Consultant Guide.
