Within the framework of the VIII Civil Forum of Kazakhstan, a sectoral meeting was held on the interaction of state bodies with non-governmental organizations in the field of social protection of the population.
The meeting was chaired by Madina Abylkasymova, Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan.
"Today, at the plenary session, the Head of State raised a number of important issues related to social security. In this direction, new tasks are also set, which we will systematically perform. Today it is important for us to organize a discussion with the representatives of the non-governmental sector on the most topical issues, opinions, and constructive proposals, ”said Minister Abylkasymova.
Noting the main areas of interaction between the department and the non-governmental sector, the Minister spoke about the placement of the state social order for people in difficult life situations.
In 2009, the Law of the Republic of Kazakhstan “On Special Social Services” was adopted, according to which the social service system was modernized by introducing special social services for people in difficult life situations. Non-governmental organizations are involved in the provision of social services in the framework of the state social order.
A vivid example of working with SPA is InvaTaxi services, which have been introduced since 2010 and are represented directly by public associations of people with disabilities.
This is an additional measure of support for persons with disabilities of the first and second groups with difficulties in movement.
Today, the InvaTaxi service park has more than 280 vehicles that serve more than 35,000 people with disabilities. In 2018, 37.3 million tenges was provided for these purposes.
In addition, non-governmental organizations provide a sign language specialist for people with hearing impairment. Today, more than 4,000 needy citizens use these services.
Speaking about the need to support Start-up-projects of non-governmental organizations, the speaker spoke about the exhibition “The best social projects implemented in Kazakhstan” which has become traditional since 2013.
As the head of the department noted, from year to year the number of participants is increasing. This year, 318 applications were submitted for participation in the contest in 5 different nominations.
“As a result, we get a multiplicative effect. That is, we see what the best solutions are for a specific difficult life situation. This encourages non-governmental organizations to introduce best practices. A very important task is to scale up these projects so that they are taken over by the regions, ”Madina Abylkasymova summed up.
For the qualitative determination of the main directions for the protection of the rights of persons with disabilities and public monitoring of this sphere, an institute of freelance advisers for persons with disabilities has been introduced in Kazakhstan.
SPA is also involved in the development and discussion of regulations on the social protection of persons with disabilities and the provision of special social services.
For example, the Coordination Council in the field of social protection of persons with disabilities under the Government of the Republic of Kazakhstan includes 16 representatives of public associations of persons with disabilities. Members of the Coordination Council jointly discuss and develop projects to ensure the rights and improve the quality of life of people with special needs. Today they are included in the working groups to develop a National Plan to ensure the rights and improve the quality of life of people with disabilities for 2019-2023.
The Minister also recalled the launch of the “Box of Ideas” on the official website of the Ministry of Labor and Social Development of Kazakhstan, where representatives of non-governmental organizations can also submit their proposals to the National Plan. In the regions, this work is carried out by counselors for persons with disabilities.
As part of the sectoral meeting, the participants expressed a number of proposals regarding the duration of the provision of services of an individual assistant, the quality of technical means of rehabilitation, as well as the introduction in the pilot project of Self-Residential Houses for persons with disabilities.
At the end of the meeting, the Minister noted the potential of the non-governmental sector, which, together with the state, is capable of solving urgent problems on the basis of social partnership.
