Job Title: Development of the sectoral framework of qualifications and professional standards in the field of “Manufacturing”

The Republic of Kazakhstan has received funding from the World Bank for the implementation of the project “Development of labor skills and job incentives”, and intends to use part of the funds for consulting services.
Consulting services ("Services") include the development of 2 (two) sectoral qualifications frameworks for "Light industry" and "Chemical industry" and 26 (twenty-six) professional standards and their coordination, approval.
Agreed and approved 2 (two) sectoral qualifications frameworks for "Light industry" and "Chemical industry" and 26 (twenty-six) professional standards in the field of "Manufacturing industry".
The expected duration of the task is 16 months.
The Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan invites eligible consulting companies (“Consultants”) to express interest in providing services. Interested consultants should provide information that they have the appropriate qualifications and similar experience in performing the Services.
The criteria for selection are:
A consultant with at least 5 years of experience in the development of labor standards and standards or methodological, regulatory and legal documents in the field of labor remuneration, classification of occupations, qualification reference books, job descriptions, and (or) research of the labor market, employment and problems of protection and working conditions.
The consultant should have experience in the development of a national qualifications system and/or its elements (qualifications framework, professional standards, and/or qualification standards and programs, standards and qualification certification procedures assignment centers)
The consultant should have an adequate and necessary highly qualified pool of experts, developers, consultants to perform the technical task in order to harmonize the technical task decisions with the current legislation of the Republic of Kazakhstan.
Expression of interest should be issued a cover letter with the return address, contact information of the contractor. In addition, it is necessary to provide documentary evidence of the legal status of a consultant (attach a certificate of state registration, a copy of the charter and other documents, if necessary). To confirm the experience, it is necessary to attach contracts, acts of work performed, developed programs, expert opinions, and other documents if necessary.
We draw the attention of interested consultants to the paragraph 1.9 “World Bank Guidelines: Selection and Hiring of Consultants by World Bank Borrowers on IBRD Loans and IDA Loans” (January 2011 revised July 2014) (Consultant Guidelines) governing the World Bank’s conflict of interest policy.
Consultants can team up with other companies in the form of a joint venture or subcontractor (sub-consultant) to strengthen their competencies.
In the case of a merger in the form of a joint venture or sub-consultants, it is necessary to clearly indicate the form of the merger in the covering letter.
“Joint Venture (JV)” means an association, the legal status of which may be the same or different from the legal status of its members, consisting of more than one Consultant, in which one partner is authorized to conduct business activities in the interests and on behalf of all other partners within the JV, and in which the partners in the JV are jointly and severally liable to the Customer for the execution of the Contract.
The Consultant will be selected by the Consultant Qualification Selection Method (CQSM) in accordance with the procedures specified in the Consultant Guide.
