Departments of the Labor, social protection and migration committee of the Ministry of labor and social protection of the population for 9 months of this year conducted 427 inspections for compliance with the laws "On social protection of disabled" and "On special social services", including regarding the lack of providing citizens with disabilities access to social and transport infrastructure facilities, to health care, education, culture, sports facilities, state organizations, institutions, as well as to private enterprise facilities.
For today, more than 670 thousand people with disabilities are registered in Kazakhstan.
In accordance with the legislation of the Republic of Kazakhstan on social protection of disabled, the lack of access of people with disabilities to social and transport infrastructure facilities entails a fine for officials - 50 MCI, for small business entities - 120 MCI, medium – 200 MCI, large – 400 MCI.
Repeated offence within a year after the imposition of an administrative penalty entails an administrative fine for officials - 80 MCI, small business entities - 150 MCI, medium - 250 MCI, large business - 600 MCI.
As a result, 318 subjects of control (75%) were given orders and conclusions on the elimination of revealed offence, including 87 administrative fines were imposed (Art. 83, 84 of the CoAO) for total amount 19.5 million KZT.
Due to amendments to the Entrepreneurial code of the Republic of Kazakhstan, the Criteria for assessing the risk degree in the provision of special social services and social protection of disabled spheres were changed. They are introduced instead of "institute of random checks and other forms of control".
Currently, for 1 half year of 2019, a list of 400 subjects of preventive control has been approved to ensure free access for disabled.
Akimats of regions, cities of republican significance, the capital conduct a full-scale implementation of measures aimed at ensuring free access of disabled to social and transport infrastructure facilities.
Local executive bodies identified 32 600 social infrastructure facilities subject to passportization, it is planned to certify 32 thousand facilities of them, or 98%, for compliance with the accessible environment for people with disabilities, to adapt 21 100 facilities, or 64.7%.
Passportization was conducted at 31 500 facilities (98.6% of the planned), adapted – 19 500 facilities (95%).
Ministry of labor and social protection of the Republic of Kazakhstan implemented the Internet portal "Accessible environment". Local executive bodies on a regular basis update information on the certified and adapted facilities of the country. The portal allows to ensure transparency of the activities and assessment of their effectiveness by civil society in order to assess the quality of the adaptation of each facility online.
"Accessible environment" portal contains data of more than 30 thousand facilities of health care, education, culture, state bodies, trade, provision of services, etc.
Within the framework of the current legislation the issues of mandatory provision of barrier-free environment for people with disabilities in the design of facilities, construction, operation and repair of buildings and structures were considered.
