It is possible thanks to the amendments to the Law of RK "On amendments and additions to some legislative acts of the Republic of Kazakhstan on the issues of population employment" dated December 27, 2018. Amendments are aimed at improving the income and quality of life of every citizen of Kazakhstan.
On behalf of the Head of state since January 1, 2019, the minimum wage (MW) is increased by 1.5 times, from 28 000 to 42 500 KZT. At the same time, it will not be tied to the value of the subsistence minimum (SM) and the principle remains that the MW cannot be lower than the SM.
In taxation, the amount of the minimum wage is not subject to individual income tax. Therefore, as a result of the increase in the MW, the disposable income of more than 6 million employees will grow to 15 thousand KZT per year only by increasing the amount of tax-exempt income.
Taking into account that the MW is an indicator of the minimum wage standard, wages of more than 1 million low-income citizens of Kazakhstan will increase to 50% to the level of 2018.
The increase in wages will primarily affect categories of civil servants such as workers in grades 1-4, basic, administrative and technical personnel with secondary specialized education and low experience.
For example, among main staff the increase will concern teachers and methodists of kindergartens, laboratory technicians, nurses, paramedics, midwives, etc. From among the administrative, ancillary, technical staff, technicians, translators and methodists, records managers, archivists, secretaries, operators, etc. (Address of the President of the Republic of Kazakhstan dated October 5, 2018 "Growth of welfare of citizens of Kazakhstan: increase of income and quality of life).
