In the Address to the people of Kazakhstan dated January 10, 2018 "New opportunities of development in the conditions of the fourth industrial revolution", the Head of state instructed to strengthen the relationship between labour experience and the amount of payments in the system of compulsory social insurance.
Ministry of labor and social protection of the population developed a draft Law of RK "On compulsory social insurance" in the new edition to implement the order.
The main purpose of the bill is to strengthen the legal, economic and organizational foundations of compulsory social insurance by revising the parameters of social benefits appointments from the State social insurance fund (SSIF).
The changes will increase the level of social protection of citizens with the onset of three types of social risks – in cases of disability, loss of breadwinner and loss of work.
The amount of social benefits will increase depending on the experience of participation in the system of compulsory social insurance and changes in other parameters.
Thus, the bill provides that for citizens with long-term experience of participation in the social insurance system, the coefficient used to calculate the amount of social benefits will be increased by 2% for each year over 5 years.
For people with disabilities, the amount of social benefits in case of disability is proposed to be determined on the basis of the actually established degree of disability. That is, social benefits are personalized, they will not depend on the average coefficients of disability.
Families who have lost a breadwinner are encouraged to increase the coefficients of number of dependents used to determine the amount of social benefit in case of loss of a breadwinner.
It is proposed to increase the income replacement coefficients for people who have lost their jobs from 30% to 40% in determining the amount of social benefits in case of loss of work, as well as to increase the duration of this social payment from 4 to 6 months.
In general, the proposed changes will increase the amount of social benefits in cases of disability, loss of breadwinner and loss of work by an average of 30%.
For today, the bill is being considered by the Government of the RK.
