For today Kazakhstan has a population of 680 thousand people with disabilities. This is 3.7% of the total population. Of them - 417.9 thousand-working age, working-111.5 thousand people.
In order to ensure the employment of the population in the framework of state employment assistance measures, quotas have been established for the employment of certain categories of citizens.
Local executive bodies ensure the implementation of the state policy in the field of employment by establishing a quota of jobs for persons with disabilities in the amount of two to four percent of the number of jobs. At the same time, jobs with heavy work, as well as with harmful and dangerous conditions are not taken into account.
The development of proposals for the establishment of quotas in organizations, the formation of a database of persons with disabilities in need of employment, as well as relevant vacancies in the context of organizations is carried out by the local employment body of akimats.
Employers shall provide jobs for persons with disabilities within six months from the date of the quota.
At the end of 2018, the quota amounted to 19.1 thousand persons with disabilities, 4891 people were employed. The number of persons with disabilities employed outside the quota is 9.1 thousand. In 2017, 2 885 persons with disabilities were employed within the quota
In 2019, it is planned to employ 5,000 people within the quota.
At the same time, persons with disabilities, along with other vulnerable segments of the population, have the right to participate as a matter of priority in active measures to promote employment within the framework of the Program for the development of productive employment and mass entrepreneurship for 2017-2021.
As of January 1, 2019, 18.9 thousand people with disabilities were included in the Program, which is 2.8% of the total number of participants of the Program, 16.6 thousand of them were employed.
Thus, in the context of the directions of the Program short-term courses covered - 1 494 people, learning the basics of entrepreneurship on the project "Bastau business" - 1 190 people.
215 people received micro-credit, 66 of them opened their own business. 9 705 people were employed on vacant jobs, on social workplaces – 1184 people – to youth practice 511 people on public jobs 5 238 people were employed.
In 2019, it is planned to employ more than 16 thousand people under the Program.
In addition, since 2018, the Rules and conditions for subsidizing the expenses of employers creating special jobs for the employment of persons with disabilities have come into force. The Rules provide for measures to solve issues of the employment of persons with disabilities in need of special working conditions by subsidizing the expenses of employers to equip a special workplace for the employment of persons with disabilities.
Subsidies are granted to employers subject to the following conditions:
- compliance of the created special workplaces with workplace Standards of persons with disabilities;
- employment of this category of citizens and preservation of their employment for a period of not less than twelve calendar months from the moment of creation of a permanent workplace;
- absence of the employer's wage arrears;
- absence of arrears on accrued taxes, fees and other obligatory payments to the budget;
- provision by the employer of payment of wages at the created special workplaces in the amount in accordance with the position held.
In 2018, as of January 1, 2019, 50.3 million KZT was spent and 282 special jobs were created.
