Today, under the leadership of acting Minister of labor and social protection of population of RK Madina Abylkasymova, the draft National plan to ensure the rights and improve the quality of life of persons with disabilities until 2025 was discussed.
Representatives of the ministries of education and science, health care, industry and infrastructure development, office of employment and social protection in Astana, UNDP, UN Children's Fund (UNICEF), WHO, as well as more than 20 non-governmental organizations involved in supporting people with special needs and families raising children with special needs, including those diagnosed with autism, spina bifida, took part in the discussion.
Opening the meeting, Madina Abylkasymova noted that on January 30 this year, during the enlarged meeting of the Government of the Republic of Kazakhstan, the President instructed to adopt a new National plan to ensure the rights and improve the quality of life of persons with disabilities.
"The National plan will determine the main directions for the creation of conditions for self-realization and full integration of persons with disabilities in the socio - economic life of the country in all spheres of life," M. Abylkasymova noted.
Also, the acting Minister said that the rejection of the term "disabled" and the transition to a new concept of "persons with special needs" in all legislation and regulatory acts will be carried out in accordance with international best practices in Kazakhstan.
To organize a wide discussion on the website of the Ministry, a "box of ideas" was created, and a survey was conducted to collect opinions and suggestions of citizens to improve the quality of life and rights of people with disabilities. In total, more than 200 proposals from state bodies, NGO and persons with disabilities were collected.
"Every voice should be heard, as the new National plan should be a reflection of their interests," the acting Minister said.
During the discussion it was noted that an integrated interdepartmental approach will be provided during the development and implementation of the National plan.
The acting Minister called on all NGO and citizens with special needs to have a broad public discussion of the proposed reforms and concrete measures aimed at improving their quality of life.
Among the key reforms the modernization of the system of financing of social services, improving the quality and volume of social services and rehabilitation tools, improving the skills and wages of social workers, reducing the level of disability of the population by strengthening measures for early detection of disease and the effectiveness of medical rehabilitation, the gradual transition to universal design to ensure the availability of facilities, the development of inclusive education, ensuring economic independence by involving productive employment and modernization of public consciousness are proposed.
We remind that the draft National plan is developed by the Ministry of labor and social protection of population of RK with the participation of interested central and local executive bodies, non-governmental organizations and international experts.
