The government working group headed by Deputy Prime Minister of Kazakhstan Gulshara Abdykalikova, who arrived in Aktobe yesterday, held a working meeting with the heads of the largest enterprises of the region on the issues of observance of labor rights of workers, development of social partnership.
The meeting was held on the basis of Aktobe rail and roll plant. It was also attended by akim of the region Ondasyn Urazalin, territorial trade unions, members of regional and sectoral tripartite commissions on social partnership, representatives of local executive bodies.
- Head of state in the Address "Growth of welfare of Kazakhstan citizens: increase of income and quality of life" stressed that the development of the main wealth – human becomes the answer to the challenges. The main priority is the growth of welfare. Measures are being taken to increase the wages of workers. Since January 2019, the minimum wage has been increased 1.5 times. In addition, within the framework of Five social initiatives, the President instructed to reduce the tax burden of more than 2 million workers with incomes below 25 MCI (60,125 KZT), which will also have a positive impact on the welfare of the population, - said Abdykalikova at a meeting with employers.
As the Minister of labor and social protection of population Berdybek Saparbayev noted, there are more than 11.6 thousand active enterprises in Aktobe region, which employ more than 354.5 thousand employees.
The Minister made a number of recommendations on the development of social responsibility of employers, including in relation to socially vulnerable categories of workers.
In particular, it is recommended to consider the possibility of providing workers whose families are in serious financial difficulties, assistance in the acquisition of housing, repair of existing housing, expansion of living space, the definition of children in kindergartens and recreation camps, and other material assistance. It is also proposed to provide them with flexible working hours and to assist in the coverage of measures of employment of employable family members.
It should be noted that in Aktobe region on a systematic basis, work is carried out with large companies to implement projects within the framework of social responsibility of business. 7 memorandums on social responsibility and cooperation worth 4.4 billion KZT were signed in 2017-2018. As a result, such buildings as the Academy of creativity, children's rehabilitation center "Ayala" were built. By the end of 2019, it is planned to complete the construction of Athletics arena and IT-center.
In addition, enterprises provide all kinds of material and charitable assistance. For example, AFP in 2018 sent more than 30 million KZT to charity. "TNK Kazchrom" JSC built a 120 - apartment house for employees of the don mining and processing plant in Khromtau. This is only a small part of the good deeds of Aktobe entrepreneurs.
"Aktobeneftegaz" LLP also demonstrates a good example of socially responsible policies of company. Director of the company Serik Estemisov announced the purchase of a home for a large family of employee – Kanat Sadykov. We should note that Sadykov family is one of the five families who visited on the eve of Deputy Prime Minister of RK Gulshara Abdykalikova.
"Six years ago, the Sadykov family moved to Kazakhstan, has the status of repatriates. They had no home of their own. After consulting with the team, we decided to buy them a private house. Already found good housing, an area of 140 square meters. We always try to help employees. We send them to sanatoriums every year and try not to take out loans. Instead of bank loans, we provide them with interest-free loans for major needs, for example, for weddings. Debt withheld from wages, of course only part of the salary on account of debt taken. This year two families were given three million KZT for the construction of houses," - said Serik Estemisov.
According to him, the average wage of workers of "Aktobeneftegaz" LLP is 150-200 thousand KZT.
We add that in order to comply with the labor rights of employees, as of March 1 this year, 8 696 enterprises of Aktobe region signed collective contracts protecting the rights of 130 thousand employees. For large enterprises of all forms of ownership, the coverage of collective contracts is 94.8%, for medium-sized entities 97.8%.
In addition, since the beginning of the year more than 1,000 memorandums have been signed with the heads of enterprises to protect the labor rights of workers. One of the obligations spelled out in the Memoranda is to increase the wages of industrial personnel. Today, more than 1,400 companies have increased salaries of more than 30,000 employees by an average of 15.5%.
