On Tuesday, March 19, at a meeting of the Government of Kazakhstan chaired by Prime Minister Askar Mamin, measures to regulate labor relations were considered.
Minister of labor and social protection of population of RK Berdibek Saparbayev reported that today 165 thousand enterprises in various sectors of the country's economy employ 6.6 million people. The priority task facing the ministry is to protect the labor rights of workers, including timely and decent wages.
"On special control — an issue of repayment of arrears on a salary to workers. In 2018, as a result of the response measures taken, the rights of more than 32 thousand employees are protected (note. - on the issue of wage arrears), which were paid 3.2 billion KZT," B. Saparbayev said.
According to the Minister, in order to increase the effectiveness of repayment of wage arrears, it is proposed to include the order of the state labor inspector in the list of executive documents of bailiffs. This will allow them to be equated with judicial decisions and ensure their enforcement.
Special attention is paid to the exclusion of informal labor relations. In 2018-2019, the republic-wide action "Conclude labor contract" was held. According to the results of the action, more than 40 thousand labor contracts were signed.
In pursuance of the President's Address "Growth of welfare of Kazakhstan citizens: increase of income and quality of life", MLSPP of RK together with local executive bodies is working to increase the wages of low-paid workers. According to akimats, on March 14 this year, more than 184 thousand employers increased the wages of 958 thousand low-paid workers. For these enterprises, the average wage of low-paid workers increased by 33%.
At the same time, the Minister reported on the reduction of occupational injuries in 2018 by 6.6%. Thus, according to the available facts, at the request of state labor inspectors, employers suspended 100 officials, prohibited the work of 16 industrial facilities. Law enforcement agencies received 1 400 materials, which filed 98 criminal cases.
In addition, within the framework of systemic measures, a Comprehensive roadmap for reducing industrial injuries and jobs with harmful working conditions in RK for 2019-2023 has been developed, which provides for:
- introduction of modern occupational safety management system at industrial enterprises,
- improving the efficiency of state, internal and public control over compliance with labor legislation.
A new action Plan for the prevention and resolution of labor conflicts has been developed to strengthen the prevention of collective labor disputes.
Deputy Prime Minister G. Abdykalikova, in turn, urged the akims of the regions to pay special attention to the regulation of labor relations. In particular, to monitor and control the release of workers and their employment, as well as prevent the growth of wage arrears.
