A three-day republican training and practical seminar on the theme: "Organization of the system of work and the formation of an integrated approach to create a barrier-free environment" was held with the support of the Ministry of labor and social protection of population of the Republic of Kazakhstan, the UN Development program in Kazakhstan and the National charity fund of Russia "City without barriers" from 15 to 17 April this year in the capital.
The seminar was attended by the heads and employees of the territorial divisions of the Ministry, regional offices for the coordination of employment and social programs, architecture and urban planning, state architectural and construction control, as well as advisers of akims on the issues of people with disabilities and representatives of relevant NGOs.
The main speakers were Vice-President of the fund "City without barriers", winner of the award "Design For All Foundation Awards – the best practice of Europe in 2015" of the European Commission Sergey Chisty, as well as general director of the "Association of manufacturers of services for passengers on transport" Alexander Avdeev.
Speaking to the participants of the seminar, Vice-Minister of labor and social protection of population of the Republic of Kazakhstan Zhakupova S. K. stressed that today there is a need to develop integrated approaches to creating a barrier-free environment.
"Improving the quality of life of persons with disabilities is the main task of our society. Therefore, one of the main activities of state bodies is to provide an accessible environment. As a result of the work carried out over the past five years, an inventory of the entire social infrastructure has been provided. Thus, an interactive portal "Accessible environment" has been launched and updated in the online mode, which informs people of Kazakhstan about the availability of a particular facility. On the places, systemic measures are being implemented to adapt the facilities. Thus, despite the positive changes achieved, we are faced with more complex tasks, taking into account the application of international standards and requirements," she said.
An overview of the current international best practices in the integrated solution of the problems of creating a barrier-free urban environment for the population was presented at the seminar, as well as practical classes on the survey of availability of facilities and the development of technical documents were organized.
It should be noted that this kind of event is held in Kazakhstan for the first time, where integrated approaches to creating barrier-free conditions for citizens with disabilities were considered.
