From 10 to 21 June 2019, the 108th International labor conference (hereinafter-the Conference) dedicated to the 100th anniversary of the International labor organization is held in Geneva.
The conference is the highest decision-making body of the ILO, which is held annually, gathering tripartite delegations from 187 states-members of the organization.
In the period from 17 to 20 June 2019, a tripartite Kazakh delegation chaired by the Vice Minister of labor and social protection of population of RK Sarbasov A. A. took part in the Conference.
The discussions on the plenary meetings will focus on the report of the Global Commission on the future of the labor scope. The conference will result in the adoption of a declaration dedicated to the centenary of the ILO.
On June 17, 2019, in terms of the plenary session of the Conference the Vice Minister told about the Kazakh model of state regulation of labor and employment, and also noted the global challenges that can lead to changes in the labor market. "The first challenge is related to the development of digitalization and technologies such as Industry 4.0, artificial intelligence and robotics. The second one is based on demographic changes in the structure of the labor resources. The third challenge is related to the development of new forms of labor relations," the Vice Minister informed.
In this regard, the Government of RK together with local executive bodies implements the Program of development of productive employment and mass entrepreneurship "Enbek" for 2017-2021. Two specific projects on large-scale modernization of the labor market infrastructure have been implemented, as well as the main recommendations of the OECD on improving the National qualifications system, which ensures compliance of the qualifications of the labor resources to the needs of the labor market.
At the same time, on June 18, 2019, there were meetings with the Regional Director of the Bureau of the International labor organization (ILO) in Europe and Central Asia Heinz Koller, Director of the ILO Bureau for the countries of Eastern Europe and Central Asia Olga Kulaeva, representatives of Departments on work with employees and work with employers.
During the meeting the achieved results in the implementation of the "Road map on the consideration of the recommendations of the ILO Committee of experts on the application of the Convention No. 87 on freedom of Association and protection of the right to organization dated July 9, 1948", as well as the Report of the ILO Global Commission on the future of work were discussed.
At the end of the meeting, the parties expressed hope for continuation of cooperation in the issues on improving the legislation on trade unions and labor legislation.
