During the press conference at the Government site, the first Vice-Minister of labor and social protection of population of RK E. Zhilkibayev told about the results of the State program for the development of productive employment and mass entrepreneurship "Enbek" for the first half of 2019.
In the first half of this year, 186 thousand jobs were created in the country, which is 7% more than in the same period last year.
Most jobs were created in trade, construction and agriculture. The main part of the created jobs, i.e. 30%, belongs to Almaty, Almaty and Mangistau regions. More than 77 thousand jobs have been created in rural areas, which is 42%.
"Since the beginning of the program "Enbek" 190 billion KZT was allocated and covered 1.2 million people. This year 124 billion KZT has been allocated and it is planned to cover at least 700 thousand people. This is 100 people more than last year," the first Vice-Minister informed.
For six months, the program covered 281 thousand people, 52% of them are unemployed. 198 thousand people were employed, of which 121 thousand or 61% — for permanent jobs.
As part of the first direction of the program "Vocational training" 22 thousand people were sent to short-term courses, 3 thousand of them completed their training. Since September 1, 2019, 22.3 thousand young people will be sent to free technical and vocational education. At the same time, the first Vice-Minister noted that the size of scholarships to participants increased by 30% and now will be 21 788 KZT.
At the same time, in order to improve the efficiency of education, the demand for educational institutions has increased since this year. Together with NCE "Atameken" developed and approved the Register of educational institutions. To date, the register includes 615 educational institutions and centers.
83 billion KZT has been allocated for the implementation of the second direction of the program "Development of mass entrepreneurship" this year, it is planned to cover 19 thousand people.
"For 6 months of this year, 4 thousand microcredits were issued, including in rural areas — 3218, in cities — 600 microcredits. 2130 microcredits were issued for the development of start-up projects, 286 —development of anchor cooperatives, 1402 —expansion of private business," E. Zhilkibayev said.
The proportion of women among microcredit recipients was 31.2%, or 1,622 microcredits, while the proportion of young people was 16.4% or 855 microcredits.
As a result, those who received microcredits this year, opened 5 thousand new jobs, which contributed to the creation of a positive social situation.
In addition, since the beginning of the year 15 thousand people have been trained in the basics of entrepreneurship in the framework of the project "Bastau Business", of which 12.5 thousand people defended business projects.
"By the end of 2019, it is planned to double the number of students and train an additional 40 thousand people. 3.2 billion KZT will be allocated for these purposes," the first Deputy Minister said.
12 billion KZT has been allocated for state grants to support low-income, large families and other socially vulnerable groups. To date, 2334 grants have been issued.
E. Zhilkibayev stressed that in order to expand the measures of state support for employment, improve the quality of education and business development, the following measures are provided. Among them, training of specialists in the 100 most popular industrial and service professions on the basis of 200 modernized educational institutions covering about 200 thousand young people in three years, training in the basics of entrepreneurship "Bastau Business" with the involvement of 20 thousand young people annually, the issuance of gratuitous state grants in the amount of up to 505 thousand KZT.
