During the meeting of the National Council on qualifications on issues of the development of sectoral qualifications frameworks and professional standards, held in Nur-Sultan, the issues of creating a sectoral qualifications frameworks (hereinafter SQF), and further development of professional standards (hereinafter PS) for the transport industry of Kazakhstan were considered.
The event was attended by Deputy Prime Minister of Kazakhstan Berdibek Saparbayev, Minister of labor and social protection of the population of RK Birzhan Nurymbetov, President of "Center for development of labor resources" JSC Tamara Duisenova, Vice Ministers of a number of ministries that are members of the National Council, representatives of NCE "Atameken", public associations and companies.
Speaking at the meeting, General Director of Association of legal entities "Union of transport and logistics organizations and associations "Kazlogistics" Erlan Absatov emphasized that SQP is the main document for the industry on the basis of which PS will be developed.
According to him, as a result of the conducted analysis of the transport industry, 5 SQR were identified for development in the following areas: motor transport, railway transport, transport logistics, air transport (civil aviation), water transport, as well as 53 PS for professions required in these areas.
"We have developed all 5 SQP, received the expertise for developed projects of SQP from leading organizations of respective spheres of activity. Today, all our SQP are approved by the industry commission and approved by MIID RK. Now we start the second stage – the development of directly 53 PS", – Absatov informed.
At the same time, he stressed that, as in the case with the SQP, the development of the PS requires the participation of specialists, taking into account the requirements of employers and the peculiarities of training personnel in educational institutions.
"The experience of our work on the development of SQP and PS shows the need to form a base of trained experts who have not only relevant knowledge and work experience in the sector, but also know the basics of the formation of sectoral qualifications framework. We have formed such a team, but in order to improve the competence of experts, a competence Center is needed, where continuous training in the basics of the formation of the SQP and PS on the basis of normative documents adopted by the authorized state body and NCE "Atameken" should be organized. We would have liked to open it on the basis of new Project office," - Absatov added.
He also noted the importance of mandatory participation of basic education organizations in the development process of SQP and PS.
"Such a base will allow both preparing educational standards and beginning training organization in accordance with such PS. Such a base for our industry is the Academy of civil aviation. I think it is necessary for all sectors to determine such bases", - the General Director of "Union of transport and logistics organizations and associations "Kazlogistics" ALE urged.
Another necessary component of the National qualifications system, in his view, is the availability of basic enterprises.
"They are necessary to determine the competence, organization of recruitment and application of the PS for the assessment of labor and the formation of a system of labor payment depending on the PS. We have several such enterprises due to the specifics of our sector. I would suggest it to colleagues from other sectors also choose organizations on a competitive basis. Meanwhile as incentive for such enterprises it is possible to designate the organization of youth practice for graduates and social workplaces for the selected category of the profession in terms of the program "Enbek", – Absatov summed up.
As previously reported, the event included a presentation of the Project office at the Center for development of labor resources of MLSPP RK (hereinafter CDLR), created on behalf of Berdibek Saparbayev.
President of CDLR Tamara Duisenova reported that the new structure will be engaged in the implementation of projects to develop the social and labor sphere in four main areas of work of the Ministry of labor and social protection of the population: the National qualifications system, productive employment, addressed social assistance, digitalization of social and labor sphere.
"Exactly this trajectory with the use of project management, of course, will allow to build a clear system of interaction of all participants, as well as quickly solve emerging issues in all areas," – Duisenova said.
