The relevant decision was taken during the meeting of the National qualifications council on the issues of the development of sectoral qualifications framework and professional standards, held in Nur-Sultan.
The event was attended by Deputy Prime Minister of RK Berdibek Saparbayev, Minister of labor and social protection of the population of RK Birzhan Nurymbetov, President of "Center for development of labor resources" JSC Tamara Duisenova, Vice Ministers of a number of ministries that are members of the National Council, representatives of NCE "Atameken", public associations and companies.
Speaking at the meeting, the head of the educational center BTS Digital Sayasat Nurbek said that in terms of the cooperation with the Ministry of labor and social protection of the population of the RK (hereinafter – the MLSPP), the company BTS Digital (partner "Eurasian resource group (ERG) presented its vision on the development of the project "Atlas of new professions of Kazakhstan" (hereinafter – ANP).
"Atlas is a forecast map of promising sectors and professions for the next 10-15 years. It will help us to understand what areas will be actively developed, what new technologies, products, management practices will be born in them and what new specialists employers will need," - he explained.
According to the head of the educational center BTS Digital, the creation of ANP is dictated by the fact that currently in Kazakhstan there is no alternative product that has an applied nature and mass applicability. Many citizens still choose their profession based on the wishes of their parents, internal prejudices and rely on subjective trends.
"There are also a number of systemic prerequisites and challenges that prevent adequate staff provision of the economy, and affect the quality of life, the economic situation of a separately taken individual in connection with the flow of labor resources and the release of work force. The main factors can be divided into two categories. The first one includes objective global trends that make challenge, change the nature and speed of changes in personnel training requirements. Such as the increasing speed of technological changes, end-to-end digitalization, which lead to the emergence of new professions, the change of others and the disappearance of the third one. The second category represents the negative consequences caused by the inability to respond to the manifestations of factors from the first category. Such as the lack of a system of forecasting personnel needs, an imbalance of qualifications, mismatch of skills of the workforce and classical education to the demands of the labor market," Nurbek said.
The research methodology for the development of ANP will be based on the Technological Foresight of Competencies (Skills Technology Foresight), developed by the International labor organization, the Agency for strategic initiatives of the RF and Skolkovo MSM (RF).
"In Kazakhstan, the first steps in this direction have already been taken by ERG Company, which is conducting an actively work on creation an Atlas of new professions in the mining sector of Kazakhstan in cooperation with the International labor organization and the Agency for strategic initiatives at the President of the RF. In January this year, the first team of BTS Digital company experts in Kazakhstan was trained by the ASI of the RF. In May, a pilot foresight research was conducted on the basis of the Don mining and processing plant in Khromtau, Aktobe region. According to its results 45 trends transforming shape of the enterprise was identified and 7 disappearing, 13 changing, 26 new professions were identified. The results of the research will form the basis of the Atlas of new professions in the mining sector", - the head of the educational center BTS Digital said.
It is proposed to create Atlas of new professions of Kazakhstan on the basis of 9 priority sectors of the economy: mining and metallurgical complex, oil and gas sector, agriculture, transport and logistics, engineering, ICT, energy, tourism and construction. It should be noted that the Atlas of new professions in the mining sector will be prepared at the expense of ERG in December this year.
"For the preparation of the Atlas of new professions in the remaining 8 sectors, the launch of a joint project of the MLSPP RK and the world Bank is currently being worked out. The project also plans to develop an interactive website and a mobile application of the Atlas of new professions of Kazakhstan to ensure wide public accessibility of the tool. In addition, recommendations will be developed on the legislative consolidation of the methodology of technological foresight of competences. Meanwhile the company BTS Education as the only carrier and a holder of methodology of technological foresight in Kazakhstan is ready to act as partner for the provision of free of charge of methodological support for the creation of the Atlas of new professions on all designated 9 sectors" – Sayasat Nurbek summed up.
According to the results of the meeting, the Deputy Prime Minister instructed the MLSPP RK together with the central state bodies to develop a Road Map on the development of the Atlas of new professions of Kazakhstan by October 1, as well as to determine the qualification requirements for experts who will participate in this process.
As previously reported, the event included a presentation of the Project office at the Center for development of labor resources of MLSPP RK (hereinafter CDLR), created on behalf of Berdibek Saparbayev.
President of CDLR Tamara Duisenova reported that the new structure will be engaged in the implementation of projects to develop the social and labor sphere in four main areas of work of the Ministry of labor and social protection of the population: the National qualifications system, productive employment, addressed social assistance, digitalization of social and labor sphere.
"Exactly this trajectory with the use of project management, of course, will allow to build a clear system of interaction of all participants, as well as quickly solve emerging issues in all areas," – Duisenova said .
